The Seridei Eish has famous teshuvah where he relies on this view to allow Torah lectures in university to non-Jewish students. The Midrash Tanchuma Parshat Noach suggests that only Torah Shebe'al peh is assur because of the covenental relationship between Hashem and Klal yisrael, but Torah She'bichtav is mutar.
